Evaluation of effectiveness, efficiency, and impact of the implementation of the OP Efficient Human Resources 2014 – 2020: Priority axis 4: Good governance

In cooperation with WYG Consulting, MAP is conducting a mid-term evaluation of the Priority axis 4: Good governance of the OP Efficient Human Resources 2014 – 2020.

Following the cooperation on the evaluation of the implementation of the OP Efficient Human Resources and ESF interventions according to the criteria of regional and local representation and criteria of horizontal principles, MAP and WYG Consulting are conducting a mid-term evaluation of effectiveness, efficiency, and impact of the implementation of the Priority axis 4: Good governance; for the Ministry of Labour, Pension System, Family and Social Policy as the OP’s Managing Authority. This comprehensive evaluation is a part of a set of mandatory evaluations during this program period, and it will take 15 months, starting in January 2021. With mentioned time period in mind, the research will evaluate the results of the 346 projects in the Priority axis 4 which started between the beginning of the OP implementation until the end of 2020.

Evaluation will include a desk analysis and field research, data processing and analysis, triangulation of the research results as well as drafting the final report and presenting the key result. For a more extensive overview of the subject, research will include the following combination of different quantitative and qualitative methods which will be used for the purpose of collecting and analysing the data:

·        literature and document analysis;

·        data on monitoring. – overview of databases by: Managing Authority Intermediate bodies, MIS system, Information system for collecting microdata on participants;

·        individual and/or group interviews and focus groups;

·        standardized surveys.

Evaluation of the Priority axis 4: Good governance implementation is focused on the following four goals. First goals include an assessment of the relevance of the implemented interventions according to the needs mentioned in OP and strategical documents in the area of administrative reform, judiciary and civil society as well as an assessment of the fulfilment of predefined results and goals of OP implementation. Furthermore, evaluation is assessing the level of the efficiency in planning and implementing the projects in this priority axis. Main results and conclusions of this analysis will be used to formulate recommendations to improve results and goals of the OP Efficient Human Resources implementation and its Priority axis 4: Good governance to contribute to further development in OP implementation by authorized state bodies.
