Evaluation of effectiveness, efficiency and impact of the implementation of the OP Efficient Human Resources 2014. – 2020. and ESF interventions according to the criteria of regional and local representation and criteria of horizontal principles

In cooperation with WYG Consulting, MAP is conducting a mid-term evaluation of OP Efficient Human Resources 2014.-2020. through a lens of regional and local representation and horizontal principles

Since the program period is coming towards the end, Ministry of Labour and Pension System, as the Managing Authority for the OP Efficient Human Resources 2014. – 2020. (OPEHR), started a number of evaluations. In cooperation with WYG Consulting, MAP was employed to implement a mid-term evaluation with a goal of evaluating effectiveness, efficiency, and impact of the implementation of the OPEHR and ESF interventions according to the criteria of regional and local representation along with the evaluation of horizontal principles. Beginning in March 2020, this extensive evaluation is going to last for 14 months and encompass all priority axes except Technical help: 1) High employment and labour mobility, 2) Social inclusion, 3) Education and lifelong learning, and 4) Good governance.

According to the directions of the Evaluation Plan, the evaluation process will primarily focus on the impact evaluation including a theoretical impact evaluation as well as a counterfactual analysis in order to question effectiveness, efficiency and impact of the OP interventions. With that goal in mind, mid-term evaluation will include various methods of collecting and analysing data:

·       literature and document analysis;

·       spatial analysis (GIS analysis);

·       data on monitoring – overview of databases by: Managing authority, Intermediate bodies, MIS system, Information system for collecting microdata on participants, Croatian Employment Service regional offices etc.;

·       semi-structured interviews;

·       standardized surveys;

·       case study;

·       counterfactual analysis.

 

As previously stated, one of the main evaluation gaols is the assessment of the level of OPEHR’s results and goals achievement according to the criterion of regional and local representation. This question refers to regional differences noticed during the OPEHR 2007 - 2013 implementation since it was clear there are significant disparities in the representation and application success among different regions. Therefore, in the current OPEHR, special attention was put on regional development integrated through all investment priorities, on criteria of choosing operations, as well as on training officials in state administration, local and regional public administration and public services. Therefore, one of the main goals of the evaluation is the analysis of existing regional differences in the current OP implementation.

Second underlying goal of this mid-term evaluation is the assessment of the inclusion of the horizontal principles in planning and implementation of projects financed by the OPEHR. This criterion is going to answer questions on coherence between the horizontal principles and the EU relevant policies and priorities, as well as on the extent of the horizontal principles’ integration and appliance according to the priority axes and investment priorities. OPEHR 2014 – 2020 defines horizontal principles as: equal opportunities and non-discrimination, gender equality and sustainable development.
